Part 1 Update, Public Comment

  • Part 1 Update. Denise Revels Robinson, Assistant Secretary, Children's Administration, gave an update on CA's work to date to carry out the Performance Based Contracting piece of House Bill 2106, which requires CA to convert and consolidate its child welfare services contracts into performance-based contracts. Update items included a progress update, review of core concepts, review of assumptions, expectations of Master Contractors, timeline, and next steps.
  • Nancy Dufraine, Manager, Indian Child Welfare Program, Children's Administration, gave an update on Tribal options during Part 1.

Representative Ruth Kagi and Legal and Practice Issues Advisory Committee presentation.

  • Before the Legal and Practice Issues update, Representative Ruth Kagi gave an update on reinvesting savings in foster care, and the federal government's consideration of granting additional Title IV-E waivers.
  • Legal and Practice Issues Advisory Committee presentation. Advisory Committee co-chair Judge Chris Wickham, Thurston County Superior Court, and committee member Steve Hassett, Assistant Attorney General, presented a progress update. The Advisory Committee incorporated TDC recommendations/changes to the "Preliminary Service Array" and "Service Array Definitions." Additionally, Steve Hassett recommended a supplemental document containing federal definitions for Title IV-B services. These documents are posted below.

Practice Update Presentation

  • Practice Update presentation. Tammy Cordova, Interim Director of Program & Practice Improvement, presented clarifications and decisions regarding various practice areas, including: services provided by the Master Contractor (MC), MC responsibilities and outcomes they will be held accountable for, foster parent recruitment, and other areas.
  • Becky Smith, Interim Director, Field Operations, Children's Administration, gave a brief update on how CA is getting details regarding performance-based contracting to field staff.

Finance Advisory Committee presentation.

Advisory Committee co-chair Carole Holland, Senior Budget Assistant to the Governor, Office of Financial Management, presented a progress update. The Advisory Committee discussed outcomes and the preliminary service array developed by the Legal and Practice Issues Advisory Committee. The Committee also reviewed CA's financial breakout documents and estimated annual funding. Lastly, Carole gave an update on the state budget situation.
