Welcome, Introductions, and Performance-Based Contracts Update

Co-chair Judge Leonard Costello conducted the welcome and reviewed the day's agenda and committee ground rules. The committee then introduced themselves.

Performance-Based Contracts Update. Presentation by Children's Administration Core Management Team: Denise Revels Robinson, Assistant Secretary; Tammy Cordova, Interim Director of Program & Practice Improvement; Becky Smith, Interim Director, Field Operations; David del Villar Fox, Legislative and External Relations, and Deborah Purce, Executive Staff Director. Purpose is to provide clarification on wraparound services, roles and responsibilities, safety standards and expectations, and dispute resolution. Included in the presentation were three handouts: a draft dispute resolution document, an RFP work plan template, and a master contractor agency budget template.

Budget Update

Rich Pannkuk, Acting Director of Finance and Operations Support, Children's Administration, gave a funding and budget reduction overview. Public comment followed.

Tribal Update Presentation and Part 2 RFP Process Presentation

Tribal Update.Colleen Cawston, Senior Director of Indian Policy, DSHS, presented on the impact of external policies on Indian Child Welfare.

RFP Process for Part 2. Andrew Kramer, IT Contracts Manager, Central Contract Services, DSHS, presented on current thinking on Part II with regard to selection of case management demonstration sites. The Transformation Design Committee then gave input on issues that still need to be addressed or considered.

TDC Input for Part 2 RFP Process and Recap/Wrap-up

TDC Input. After a brief break, the Transformation Design Committee gave input to Andrew Kramer on issues that still need to be addressed or considered, and asked clarifying questions.

Recap/Wrap-up. After determining there were no public comments forthcoming, Co-chair Judge Leonard Costello conducted a recap, announced the next two TDC meeting dates, and adjourned the meeting.
